§ 14-5. Maintenance of palings and fences along sidewalks.

All owners and occupants of lots in the city shall be required to keep all palings and fences along the sidewalks of the city in such repair that such palings or fences shall not lean over or across, or in any way obstruct, the sidewalks of the city.
